SPEAR Background & Investigative Services operates under strict regulatory, ethical, and legal standards to ensure every service is delivered responsibly and in full compliance with applicable laws. Our licensing, jurisdictional authority, and datahandling practices are structured to protect clients, safeguard privacy, and maintain the integrity of both regulated investigative services and nationwide informationbased offerings. The following statements outline the scope of our authority, the methods we use, and the compliance framework that governs all SPEAR operations.

Virginia Investigative Services Statement

SPEAR Background & Investigative Services is licensed by the Virginia Department of Criminal Justice Services (DCJS) to perform regulated private investigative services within the Commonwealth of Virginia. All investigative activities conducted in Virginia are performed under the authority of a certified Compliance Agent and in accordance with Virginia law, administrative code, and DCJS standards.

Maryland Investigative Services Statement

SPEAR is authorized to conduct regulated private investigative services within the State of Maryland under applicable state licensing requirements. All investigative activities performed in Maryland comply with state law, regulatory standards, and licensing obligations.

Nationwide Information Services Statement

Outside Virginia and Maryland, SPEAR provides informationbased services only, including publicrecords research, opensource intelligence (OSINT) analysis, identity verification, digitalfootprint review, and riskbased reporting. These services rely exclusively on publicly available information and are not classified as regulated private investigative activities in most jurisdictions. SPEAR does not conduct surveillance, field investigations, undercover operations, or any activity reserved for licensed private investigators outside Virginia and Maryland.

Methods & Data Sources Statement

SPEAR obtains information from public records, commercially available data sources, credentialed investigative platforms, opensource intelligence (OSINT), and clientprovided materials. Credentialed investigative platforms are used only in connection with regulated investigative services performed in Virginia and Maryland and in accordance with permissiblepurpose requirements under federal law. Publicrecord systems may be used in both regulated investigative services and nationwide informationbased OSINT services. SPEAR does not access restricted lawenforcement systems or confidential government databases. All information is collected and delivered for lawful, permissible purposes.

SPEAR provides information for client decisionsupport purposes only. SPEAR does not determine guilt, innocence, liability, or wrongdoing, and does not provide legal conclusions or investigative opinions outside the scope of regulated investigative services performed in Virginia and Maryland.
